PBS North Carolina, the North Carolina Department of Information Technology, Device Solutions, Inc., and Triveni Digital worked in concert to develop “Digital Paging over Public Television”.  This effort, recognized by NAB and others for its innovative approach to deliver messaging first responders over ATSC broadcast technology, can be easily adapted to reach a far larger, consumer audience to deliver emergency messaging.  PBS NC has been successfully demonstrating this technology for many months and has seen exceptional performance over a very large reception area.

In October 2023, the Federal Communications Commission issued a request to “Seek Partners to Test WEA Delivery Without Cell Towers”.  This request comes in the aftermath of the tragic wildfires in Maui, Hawaii and other natural disasters be they wildfire, tropical storm or other. 

Building on the work for the First Responder paging effort over ATSC 3.0, PBS North Carolina, in partnership with Device Solutions, Inc., Triveni Digital and Digital Alert Systems,  we will describe how we have successfully delivered a range of emergency communications, including WEA alerts and AEI messages, to cellular devices over an ATSC 3.0 transmission via a portable, companion receiver via wireless connectivity.  These receivers can be low cost, low power consumption and suitable for integration into NOAA Weather Radios, Smart Speakers, Automobile Infotainment systems and others. 

Our paper will describe the goals of our efforts and the technology employed.
